ASTANA. October 23. KAZINFORM - The famous Swiss diplomat and columnist Francois Nordmann in his article in the French newspaper «Le Temps» has analyzed the activity of Kassym-Zhomart Tokayev as Deputy Secretary-General of the United Nations, the General Director of the UN Office in Geneva.
"Mr. Tokayev was appointed to the post of Secretary-General by Ban Ki-moon on March 11, 2011. On October 17 the current year he was appointed to the post of a Speaker of the Senate of the Parliament of the Republic of Kazakhstan".
Nordmann emphasizes experience of Mr.Tokayev in the Ministry of Foreign Affairs of the USSR, in particular, in the embassies in Singapore and Beijing. "He is recognized as an intellectual, an expert in the field of international relations, multilateral diplomacy and disarmament. The diplomat had a distinguished political career as Minister of Foreign Affairs and then Prime Minister of Kazakhstan".
According to the author, working in Geneva, the representative of Kazakhstan managed to leave his mark in the three areas.
First of all, Tokayev focused on the most important political aspect of his mandate - the performance of functions of the Special Representative of the Secretary-General for Disarmament Affairs and the Secretary General of the Conference on Disarmament. With direct relevance to the efforts of his country in the field of nuclear disarmament, he believed in the ability of the United Nations to make significant progress on that issue. The thing is that the work of the Conference on Disarmament has been deadlocked for a decade. Mr. Tokayev tried to activate the work of that body through the creation of a working group or committee to review the working methods of the Conference and the appointment of a coordinator who could make a proposal to increase the number of member states. According to Nordmann the group started to work but its efforts have been so far blocked, primarily because of the position of Pakistan.
As the author notes, Kassym-Jomart Tokayev "demonstrated manager's quality, performing daily pursuits of the Palais des Nations and supervising the work of administrative bodies of the United Nations Office at Geneva, having implemented savings and rationalization program".
Finally, the Swiss diplomat emphasizes that "Tokayev managed to defend Geneva's position in the UN system, supporting the plan for the reconstruction of the Palace of Nations, which is the heritage of the Organization".
The author sketches the portrait of new CEO. In his opinion, he should be a skilled diplomat, a good administrator and a holder of political sense. He must be prepared to develop good relations with the host country, canton and city of Geneva, to understand the complexity of the work, to have the ability to use his authority in Geneva, New York and senior management team of the United Nations system.
